1 Master Agreement & Contracting Parties
These Terms of Service ("Agreement") represent a legally binding contract between the property owner, authorized tenant, or property management agent ("Customer", "you") and Salisbury Plumbing Services (operating digitally as Salisbury Plumbing Services, "Company", "we", "us").
By requesting service, confirming an on-site appointment, signing a physical or digital work order, or authorizing mechanical repairs on premises located within Salisbury, Fruitland, Delmar, Hebron, Parsonsburg, Pittsville, or surrounding Wicomico County jurisdictions, you confirm your acceptance of these Terms.
2 Diagnostic Authorization & Scope of Work
When an Salisbury Plumbing Services technician arrives at your property, you grant authorization to enter the premises and perform non-invasive diagnostic testing:
- Diagnostic Testing Procedures: Visual assessment, pressure relief testing, acoustic ground leak listening, digital water pressure manifold checks, and insertion of fiber-optic sewer inspection cameras with sonde locators into building cleanouts.
- Diagnostic Fee: Unless otherwise specified in seasonal promotional offers, our standard diagnostic dispatch fee covers technician travel, vehicle tooling, and initial root-cause diagnosis.
- Itemized Work Order: Following evaluation, the technician presents an itemized written proposal detailing parts, labor, permit requirements, and fixed pricing.
3 Upfront Flat-Rate Pricing & Written Customer Approval
We reject deceptive hourly guesswork in favor of clear, upfront flat-rate pricing:
4 Emergency Dispatch & After-Hours Policy
Plumbing catastrophes (such as ruptured main supply lines, major sewage backups into living quarters, or failed water heater tanks) do not follow standard business hours:
- Emergency Response: We maintain priority dispatch availability for urgent structural flood emergencies across Salisbury and Wicomico County.
- After-Hours Rates: Emergency dispatches scheduled after standard operational hours (Monday–Friday after 6:00 PM, weekends, or federal holidays) may be subject to an after-hours emergency diagnostic surcharge. All applicable rates are fully disclosed to the customer prior to truck dispatch.
5 Payment Terms & Accepted Payment Forms
Payment in full is due immediately upon the completion of authorized plumbing services:
- Accepted Methods: Major credit cards (Visa, MasterCard, American Express, Discover), bank debit cards, local bank personal checks, and approved financing options.
- Commercial Net Accounts: Commercial property management accounts and corporate entities may request Net-30 invoicing terms subject to pre-service commercial credit approval.
- Late Balances: Invoices remaining unpaid past thirty (30) days are subject to a statutory 1.5% monthly service charge (18% per annum) or the maximum allowed under Maryland commercial code, plus reasonable attorney and collection fees incurred.
6 Customer Property Access & Safe Working Environment
To ensure safety and efficient mechanical execution, Customer agrees to:
- Provide clear, unobstructed physical access to service areas (e.g., clearing personal storage away from water heater closets, crawlspace hatches, basement main valves, and sewer cleanouts).
- Ensure uninterrupted working water, electrical power, and adequate lighting are available at the property during service execution.
- Secure all domestic animals, pets, and children away from the mechanical work zone for the duration of the technician's visit.
- Ensure an adult representative (aged 18 or older) with legal authority to approve work and execute payment is on premises throughout the appointment.
7 Change Orders & Concealed Physical Conditions
While our technicians perform thorough initial diagnostics, residential plumbing structures frequently conceal hidden pre-existing defects behind finished drywall, inside concrete slabs, or underneath crawlspaces:
A formal Written Change Order specifying the necessary supplementary remediation, adjusted scope, and revised flat-rate cost will be presented for your written approval before any additional work proceeds.
8 Craftsmanship Warranties & Manufacturer Coverage
We take exceptional pride in the mechanical integrity of our plumbing craftsmanship:
- Craftsmanship Guarantee: All labor performed by Salisbury Plumbing Services is warrantied against installation defects for a minimum of one (1) full year from the date of completion, as specified on your written invoice.
- Manufacturer Equipment Warranties: Equipment such as water heaters (Bradford White, Rheem), sewage ejector pumps (Liberty, Zoeller), and fixture valves (Moen, Kohler) carry independent manufacturer warranties (ranging from 6 to 10+ years). We assist customers in filing factory warranty claims for parts replaced within coverage periods.
- Exclusions: Our warranty does not cover damage resulting from customer abuse, unauthorized third-party tampering, severe winter freeze events where heating was discontinued, corrosive untreated well water, or foreign objects flushed down toilets or garbage disposals.
9 Municipal Permitting & 2021 IPC Compliance
Salisbury Plumbing Services performs all work in strict accordance with the 2021 International Plumbing Code (IPC) and local regulations governed by the City of Salisbury Department of Infrastructure & Development (DID) and Wicomico County:
- Where permits are required (such as water heater replacements, water service main line installations, or remodeling rough-ins), we file official paperwork, pay administrative permit fees on your behalf (itemized on your quote), and coordinate with city building inspectors for official inspection signoffs.
- Customers agree to accommodate inspector access during standard municipal inspection windows.
10 Cancellation, Rescheduling & Right of Rescission
We respect your schedule and ask for mutual consideration regarding appointments:
- Standard Rescheduling: You may cancel or reschedule a standard appointment without penalty by notifying our dispatch office at least four (4) hours prior to the scheduled arrival window.
- Maryland Home Improvement Law: For non-emergency major home improvement contracts executed at a residential premises (e.g., extensive whole-house repiping or remodeling), customers retain standard statutory rights of cancellation in accordance with Maryland Door-to-Door Sales Act regulations, except where emergency repairs have been requested to preserve property integrity.
11 Governing Law & Maryland Jurisdiction
This Agreement shall be interpreted, construed, and enforced in accordance with the substantive laws of the State of Maryland, without regard to conflict of law principles. Any legal disputes, claims, or proceedings arising out of this Agreement or plumbing services rendered shall be instituted exclusively in the District Court of Maryland for Wicomico County or the Circuit Court for Wicomico County in Salisbury, Maryland.
